Globalization has completely changed the game on the war on drugs as cartels are able to operate in many different countries at the same time. This means that one country (United States) stands little chance of stopping the influx of drugs, illegal arms, or whatever by concentrating efforts on one border of the nation. One could go on for days about the blunders of this country and others to stop the constant stream of illegal goods, but I'll let a Harvard professor put it in clearer terms for you.
